Drought is a contributing factor in the Syrian civil war. They may be fighting over religion, but "the worst long-term drought since agricultural civilizations began" could give the impression that the state and society have offended Allah and need to be made more religious. It would certainly provide a body of upset people looking for simple answers and someone to blame.
