Given how limiting those constraints are, I suspect they had someone specific in mind who they knew to be using FF17 and Windows. It's like how we know that the US was involved in Stuxnet: the lawyers made them ensure that it would only run the harmful code on one specific system. Something similar could be happening here.
Or FF might have been at version 17 when they got the warrant, assuming they got one (*grumble*). Combine the speed and efficiency of the federal government with Asa taking a new version number from a roulette wheel whenever the day ends in a 'y', and the targeting of FF17 would look quaint by the time the operation ran.
Actually, doing a bit of digging, the FF17 is the version used in the TOR bundle, and windows obviously is the most used OS.. so no, it was a fishing trip for whomever might come.
