Paul L. Williams says that the CIA created and protected Jamaat ul-Fuqra which radicalized some black Americans into terrorism. The site is not at all reliable but this article seems well researched.

Hmm... one has to wonder at the motivation of all that.

Organisations of any sort have a sort of life-cycle. At some point they go though a state of coming up with justifications to extend their existence, either by undertaking new roles away from their original purpose or by inventing reasons.

Such as creating new 'threats' that only they can address. [cf pharmaceutical companies and inculcating a fear of germs and the use of antibiotic this that and everything.]
